If you want cash on delivery only for local pickup, or want to hide it once a customer chooses carrier shipping, there is no setting for that — and Shopify's own Checkout Blocks don't offer "shipping method" as a condition for payment methods either. A payment customization checks the selected shipping method directly and hides the payment method accordingly.
